Florida SB 252/HB 1287: Child Care Facilities
Summary
Over the course of the last several years there have been multiple bills brought to the senate and house to establish legislation for use of electronic child check systems on vehicles used to transport children in child care facilities. The previous bills ended up being filed as inactive or never made it passed all of the necessary committees.
The most recent bills, SB 252 and HB 1287, backed by Senator Linda Stewart and Ben Diamond, are very close to passing all requirements needed for the bills to be signed into law.

Existing Florida Legislation
You may be aware of existing legislation that requires child check systems to be utilized in vehicles used by child care facilities. This type of legislation exists in the following Florida counties already:
Broward County
Palm Beach County
Miami Dade County

- The Florida Department of Children and Families released a DRAFT version of the system requirements.

June 22, 2021
SB 252 has been signed by Governor Rob DeSantis.
- This means that the bill has officially passed all legislative requirements and is a law.
- The bill now requires all Child Care facilities in the state of Florida, who transport children to be equipped with an electronic child check system - effective October 1, 2021 - implementing on January 1, 2022.
- Florida Department of Children and Families will be providing system operation specifications as well as an approved list of vendors who's systems you can utilize.

- SB 252 has been signed by Officers and presented to Governor Rob DeSantis
April 29, 2021
- Both HB 1287 and SB 252 have passed both the House and the Senate and they have now merged together as one bill: SB 252.
- SB 252 will now go to the Governor to be signed into law.
- Once/if the bill is signed into law by the Governor, the Department of Children and Families will then need to produce requirements for the systems (i.e. how they are supposed to function).
