SB 1072 Updates
Summary
Over the course of the last year, we have been working hard and communicating with the CHP on a regular basis to ensure we comply with the specification. Below you will find the most up-to-date information regarding Title 13 and SB1072 legislation.

Senator Hueso has submitted SB 1269 to extend the deadline for Child Safety Alert Devices to the 2019/2020 school year. This would mean that you have more time to get your installations completed! To view SB 1269, please click here.

STN released an article yesterday that reports Sen. Tony Mendoza is issuing a new bill to extend the current SB1072 by 1 year. Here is a link to that article.

Recent communications with the CHP have determined that the need to monitor the vehicles parking brake is required. Earlier communications with the CHP have told us that this was not a connection that needed to be made, however, they have reversed this statement, so the need to make this connection is required in order to comply with the legislation. CCM is capable of making this connection and schematics and information will be released soon, so stay tuned!
Update History
Recent communications with the CHP has helped determine a better time line for the final release!
- The 45 day public comment period will end on September 25.
- If amendments are taking into consideration, the legislation will then enter an additional 15 day public comment period.
- After the public comment period(s) have elapsed, the legislation will enter the administration process. This process is for an unknown amount of time, but the CHP has confirmed that if everything goes as planned the initial January 2018 date will stand (but they said that if this date is missed April2018 will be the next targeted release date).
After speaking directly with the CHP we were able to get clarification on some of the information provided in the proposed text.
- The handbrake engagement is a procedural requirement of the driver and not the system.
- When the text refers to "All floor level doors" it is including passenger entry and emergency doors must be identified by the system as being closed for deactivation to occur properly.
- Delayed deactivation is allowable by recycling the key but is limited to a 3 minute delay per cycle.
Our Technical team will be gathering shortly to discuss how best to comply with all aspect of the regulations assuming there are no amendments.
UPDATE
We received an update on the CHP regulation. Here's what you need to know:
- CHP has released a draft of the specification. Click here to read the draft. Over the next 45 days, the specification available for public comment. Here is info on how to send your comments to CHP.
- Child Check-Mate System, Inc. has already begun asking questions to clarify CHP's specification. Until we receive clarification on some of these early questions, our guidance and recommendations have not changed.
We know that this is a very busy time of year but if you are trying to get ahead of the game we recommend a partial installation:
- CA prep: partial install the 6-Pin Harness
- Ground (we are 100% certain that this will be required)
- Battery (we are 100% certain that this will be required)
- Ignition ON/ACC (we are 95% certain that this will be required)
- Horn (we are 95% certain that this will be required)
- Activation connection to clearance lights (we are 80% certain that this will be required, however)
As always, please assure that all work is performed by an appropriately certified technician, and that all work complies with relevant state, local and federal laws, regulations, best practices, etc.
SB1072:
- Bill requires that all vehicles that transport students, must be equipped with a Child Safety Alarm.
- California Hwy Patrol has until January 1, 2018 to provide specifications as to how these systems are to function.
05-June-2017:
To Child Check-Mate System, Inc's (CCM) knowledge, the California Highway Patrol (CHP) has not released specifications as to how systems that fall under SB1072 are required to function. CCM understands that CHP has until 01/01/2018 to produce this list.
Child Check-Mate System is customizable and can comply with any current regulations/specifications.
Depending on the forthcoming CHP specifications, it is possible that the installation of your Child Check-Mate System, may need to be updated (e.g. if the specification requires that the front door be monitored, an additional wired connection would be required).
Because the specification has yet to be determined, CCM does not have sufficient information to recommend a particular software or installation. CCM can assure customers that the EP1plus and EP2plus are capable of satisfying all existing and reasonably foreseeable state specifications.
